Map designation, application and policy status
Richmond Hill says its Official Plan guides land use and decisions about housing, employment, open space, infrastructure and natural areas. The City provides an office consolidation to June 2025 and is undertaking an Official Plan update. For a lender file, use the current plan and applicable amendments, and clearly distinguish adopted/in-effect rules from draft update material. Keep dated municipal records so an underwriter can tell whether an approval or policy reference remains current.
The City’s Development Planning section reviews land-use change and development applications under the Planning Act and explains that provincial policy and plans also form part of the framework. Different parts of Richmond Hill can have different secondary-plan or natural-heritage context. That does not mean every property is in an intensification area or constrained by the Oak Ridges Moraine. Identify the parcel on the official land-use schedules and show which, if any, area-specific policies and approvals actually apply.

From planning facts to a lender file
Show the current state, not the hoped-for state
Include the legal description, PINs, title search, survey, ownership organization chart and copies of registered mortgages, easements and agreements. Attach the Official Plan designation and zoning applicable to the property, plus any relevant secondary-plan map. For approvals, provide the actual decision and stamped plans rather than only a meeting presentation or a rendering. Summarize conditions, securities, agreements, environmental work, appeal and expiry status in a dated tracker.
Set out the exact funding purpose and timing, the amounts already spent, committed and still required, current debt payouts, taxes and an exit route. Support the request with a current appraisal commissioned on an appropriate land basis and project-specific cost documentation. A lender may need environmental, servicing, access, geotechnical or legal review depending on the property; do not state that studies are unnecessary without confirmation. Keep projected future value separate from current market evidence.

Appraisal, existing debt and a realistic exit
Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
Richmond Hill land-financing questions
Can the Official Plan update be treated as approved parcel permission?
No. The City identifies an update process as separate from its current Official Plan. Confirm the applicable in-force policy and any approvals for the property.
Does an active planning application prove land is ready for financing?
No. Provide the application status and open requirements; underwriting still considers title, value, debt, costs, borrower and a credible exit.
