Use the Town plan and regional layer together
Aurora describes its Official Plan as the blueprint for long-term growth, covering social, economic, built and natural-environment priorities. The Town’s page links an updated 2024 plan and retains the former 2010 plan for reference. For lender diligence, identify which version, amendments and schedules the Town currently applies to the subject parcel rather than relying on an old consultant excerpt or generalized growth map.
York Region’s Official Plan supplies a regional policy layer that is integrated into local Official Plans. Aurora’s official-plan material notes that lands within the Oak Ridges Moraine Conservation Plan area are subject to that plan as well as municipal and regional policies; boundaries and designations matter. A site in Aurora should therefore be screened by its actual location and applicable schedules. Do not assume that Moraine or rural-area rules affect every Aurora parcel, or that an urban designation settles servicing or approval conditions.
- Confirm the Town’s current Official Plan schedule, zoning and any site-specific or secondary-plan policy using the parcel’s legal description.
- Check whether the property intersects a provincial-plan boundary or natural-heritage feature; obtain parcel-specific mapping or professional confirmation.
- Record servicing status, approval authority, open conditions and appeal or expiry dates instead of inferring readiness from nearby construction.
The applicable municipal authority for this location is Town of Aurora. A community name or nearby approved development does not establish your parcel's planning status. Confirm the address and legal description against the applicable official records.
From planning facts to a lender file
Make the planning status auditable
A useful Aurora package starts with a PIN-level title search, survey, ownership structure, easements and existing charges. Add current Official Plan and zoning excerpts, relevant secondary-plan or provincial-plan maps, and written planning confirmation for the subject land. If an application is in process or has a decision, include the complete decision and conditions, approved drawings, appeal information and a short table showing satisfied versus outstanding items.
Explain the land’s present use, the requested capital purpose, timing and repayment path. Support costs with consultant contracts, municipal or regional correspondence, invoices and a dated budget. Include appraisal instructions and basis, taxes, mortgage payout letters, environmental or geotechnical work already completed, and servicing correspondence. These items help a lender separate land value and title risk from development assumptions; an approval or future land use designation does not establish collateral value or guarantee an advance.

Appraisal, existing debt and a realistic exit
Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
Aurora land-financing questions
Does the Aurora Official Plan guarantee a lender will finance development land?
No. It guides land use decisions; a lender separately reviews the parcel, approvals, borrower, value, debt, servicing, use of proceeds and repayment plan.
Should every Aurora owner provide Oak Ridges Moraine studies?
No. First confirm whether the property is within the applicable plan area and what rules apply. Do not treat a regional feature as a constraint on every parcel.
