The Town describes its Official Plan as the land-use framework for development and redevelopment, supported by zoning, site-plan approval and subdivision controls. Its current page also identifies an Official Plan review intended to address a planning horizon to 2051 and conformity with the York Region Official Plan. That evolving policy context matters to a long-hold or pre-development request: an emerging policy direction is not itself a parcel approval or permission to build.

Newmarket’s Urban Centres Secondary Plan has a more focused lens on the Yonge Street and Davis Drive corridors and the Yonge-Davis urban growth centre. The Town identifies schedules for land uses, character areas, heights and densities, streets, parks and natural heritage. Those schedules are useful for framing a corridor-site file, but their boundaries and policies should not be projected onto land outside the plan area. Even within it, the individual designation, zoning, application history and conditions need to be checked.

  • Confirm the legal address and whether the site falls inside the Urban Centres Secondary Plan boundary before describing a corridor opportunity.
  • Collect the applicable Official Plan and secondary-plan schedules, zoning, and written status of any active applications or approvals.

Explain the requested amount, timing, who controls the land, and a realistic repayment or sale/refinance exit. If a contribution or consultant cost is being financed, include the agreement, invoices, due dates and consequences of non-payment. This allows underwriting to test planning risk and cash need separately.

Appraisal, existing debt and a realistic exit

Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.

A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.

If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
