Verify Moraine mapping before underwriting assumptions

Ontario describes the Oak Ridges Moraine Conservation Plan as a land-use and resource-management plan for the Moraine, implemented through provincial legislation and regulation. Richmond Hill’s Development Planning page gives an important practical signal: for lands within the Moraine where site-plan control is not applicable under the specified by-law, a preliminary meeting with Development Planning staff is required before development or site alteration, and staff identify needed information and studies. This is a conditional process; do not apply it to all properties called Oak Ridges.

A parcel may be in a settlement area, a designated feature or another mapped category, and the applicable rules depend on its location and proposal. The owner should obtain the exact municipal and provincial mapping, applicable Official Plan/zoning schedules and current written planning guidance. For a financing request, clearly distinguish a required study or meeting from a completed approval, and list the time and cost still needed. A Moraine map overlay by itself neither confirms ineligibility nor establishes development potential.

  • Confirm whether the PIN lies within the regulated Moraine plan area and identify the exact land-use designation or feature affecting it.
  • Ask Richmond Hill Planning whether its preliminary-meeting requirement applies to this land and proposed work; retain the response and study list.
  • Check title, access, servicing, environmental constraints and all open approvals independently of the community name.

From planning facts to a lender file

Make environmental and planning diligence explicit

Provide the parcel register, legal survey, ownership documents, current City Official Plan and zoning excerpts, and authoritative Moraine mapping for the property. If the site is regulated, include written municipal direction, meeting notes, applications, supporting studies, decisions, appeal details and outstanding conditions. A study commissioned, a staff meeting held or an application filed should not be described as a clearance or approval.

The lender-facing summary should identify the amount, purpose, timing, current debt and obligations, plus a practical exit that does not depend on unapproved density. Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.

A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.

If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.

No automatic financing conclusion follows from the label. A lender needs parcel-specific planning, environmental, title, value, cost and exit review.
