Pin down the side of the municipal line
Richmond Hill identifies its Centre as an intensification area around Yonge Street and Highway 7. The City says the Centre Secondary Plan coordinates anticipated growth around transit, balances residential and commercial uses, and supports public spaces, walkable streets and transit-oriented development. The City reports that the plan is in effect as of January 17, 2025 after appeal resolution. These facts apply to the defined Richmond Hill Centre plan area, not automatically to every Langstaff-addressed property or land across the municipal boundary.
For a Langstaff file, map the PIN against the relevant municipal boundary and the actual secondary-plan limit before referring to the Centre or any area-wide vision. Then establish which municipality’s Official Plan, zoning, application records and decision authority apply. An urban-centre context can be useful to organize a planning narrative, but it is not evidence of a particular parcel’s use permission, transit access, servicing capacity, approval timeline or value.
- Use the legal description and authoritative mapping to establish whether the parcel is in Richmond Hill or Vaughan and whether it lies within a secondary-plan boundary.

Start the lender package with title, PIN, survey and municipal confirmation. Add the applicable Official Plan and secondary-plan schedules, zoning, municipal application file and decision history. If the property has been part of a landowners group or shared infrastructure arrangement, provide executed agreements, cost allocation, payment schedule, governance and evidence of the subject owner’s obligations. Keep area-level planning studies separate from the approvals actually secured by the borrower.
Show the present land condition, current debt and payout, taxes, appraisal basis, funding use, costs due and realistic exit. Include site access, easements, servicing evidence and environmental or geotechnical material when available. For any planning milestone on which repayment depends, identify the responsible authority, remaining conditions, expected cost and alternative exit if delayed. This makes a complex cross-boundary story reviewable without suggesting that a policy designation, transit plan or neighbouring project is a lending commitment.

Appraisal, existing debt and a realistic exit
Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
