Track plan status and parcel-specific permissions
The City describes Vaughan Official Plan 2025 as a proposed plan for a 2051 horizon, with city-wide policy in Volume 1 and secondary, area- and site-specific policies in Volume 2. The City page states it was adopted by Council on October 28, 2025 and submitted to the Ministry for approval. A lender package should not call the proposed plan effective without checking the latest approval and appeal status. The City also maintains Official Plan 2010 materials and related Tribunal decisions, illustrating why current authority and site-specific instruments must be verified.
For a land request anywhere in Vaughan, identify the parcel’s applicable schedules, zoning, secondary plan, amendments and any employment, heritage or environmental policy that is actually relevant. The City explains that secondary plans can provide more focused guidance and zoning implements Official Plan policy with more detailed land-use and development standards. Neither a proposed long-range plan nor a broad growth forecast replaces legal approvals, infrastructure evidence or a current valuation.

Give the lender a dated decision trail
Provide the legal description, PINs, survey, title search, corporate ownership documents and registered charges. Attach the in-force municipal policy and zoning applicable to the land, plus proposed-plan material only as clearly labelled context. Include amendments, secondary-plan maps, staff reports, signed agreements, tribunal decisions, approved drawings and status correspondence. A one-page chronology should identify each application, decision date, conditions, appeal status and next required action.
Complete the capital side with current appraisal, mortgage payout statements, arrears or tax obligations, sources and uses, cost-to-complete and an exit strategy. Where the request is for a landowners-group contribution or consultant expense, include the executed agreement, owner allocation, payment deadlines and evidence of the land’s participation. Keep hypothetical future density out of the base case unless it is legally secured and supported by appraisal assumptions. This preparation does not promise eligibility or an advance; it lets a lender assess the actual file.

Appraisal, existing debt and a realistic exit
Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
