The Town identifies the Sutton/Jackson’s Point Secondary Plan as Amendment 111. Its official page reports Town adoption in 2010, York Region approval with modifications in 2013, Ontario Municipal Board approval with modifications in July 2013, and no remaining appeals following withdrawals confirmed in December 2014. The page provides schedules for community structure, land use, roads, trails and special provisions.
Because the plan covers Sutton and Jackson’s Point together, the community name alone does not determine the relevant land-use designation or special provision. Use the official schedules and a current survey to locate the exact property. Then review the plan with the Georgina Official Plan, current zoning, title, and any site-specific decision or amendment.

For a land request, be especially explicit when the proposed exit relies on a new use, lot creation or coordinated works. Map the parcel within the joint plan and attach the applicable schedules and provisions. Add a concise status ledger listing each required approval, authority, application number, decision, appeal status, conditions, agreement and next step. If the site lies in a special provision, quote the official provision accurately and have its current effect confirmed before relying on it.
For uses of proceeds, provide signed service or cost-sharing agreements, invoice support and a realistic project budget. The exit should identify a buyer, refinance milestone or other repayment mechanism supported by evidence—not merely an anticipated amendment or lot creation. Include existing lender payouts and a current appraisal that states its planning assumptions.

Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.

Does Sutton have a separate secondary plan from Jackson’s Point?
The Town publishes a joint Sutton/Jackson’s Point Secondary Plan. Check the schedules for the specific parcel rather than assuming the same designation applies across both communities.
Is the plan fully in force?
The Town page says it was adopted in 2010, Region-approved in 2013, approved by the OMB with modifications in 2013, and that no outstanding appeals remained after withdrawals confirmed in 2014. Verify any later site-specific amendments or decisions.
Does the plan confirm a parcel is serviced or buildable?
No. Confirm the property’s zoning, approvals, conditions, access and written servicing status. A lender separately reviews appraisal, borrower, security and exit.
