One municipality, several local planning frameworks
Georgina’s official planning page says the Town Official Plan guides land use and that the Town has secondary plans for Keswick, Sutton/Jackson’s Point, Pefferlaw and Keswick Business Park. It describes secondary plans as more detailed policies that should be used with the Official Plan and zoning by-laws. Those documents frame diligence; a secondary-plan name is not evidence of parcel-level approval or services.
York Region’s current Regional Official Plan page describes the 2022 Plan as the framework for growth and development across the Region, integrated into local municipal official plans.
