Holland Landing: local plans do not replace parcel diligence
The Town’s Official Plan page identifies a Holland Landing land-use schedule and states that plan policies and schedules must be read together. It also explains that secondary plans guide a defined area’s long-term growth and are incorporated into the Official Plan, with a named exception for the Highway 404 Employment Corridor Secondary Plan. Confirm which policy instrument and version actually governs the parcel.
The Town’s July 2026 announcement says Council adopted an updated Official Plan, including a Complete Communities Secondary Plan, and that the plan was to be submitted to the Province for review and approval. Holland Landing East is one of the six planning areas named in that announcement. Do not imply that all Holland Landing land lies in that mapped area or that a plan designation is site approval.

- Confirm whether the land falls inside Holland Landing East or another mapped planning area; use the official map rather than a mailing address.

- Request written status of water, wastewater, road access and any allocation or agreement relevant to the property; avoid assumptions based on nearby growth.
- Verify Holland Landing design guideline scope, environmental or conservation authority review needs, and all formal conditions or appeals.
The applicable municipal authority for this location is Town of East Gwillimbury. A community name or nearby approved development does not establish your parcel's planning status. Confirm the address and legal description against the applicable official records.
From planning facts to a lender file
Make the servicing and approval story auditable
For a land file in a growth area, provide a dated approval matrix with the issuing authority, application number, approved drawing version, decision, outstanding conditions and next required decision. Include written servicing correspondence and executed agreements. Distinguish available service, planned infrastructure and unconfirmed capacity; they carry different timing and financial implications.
Quantify the funding request by use and timing. For engineering or planning costs, attach scopes and consultant budgets; for shared infrastructure, identify each contractual payer and due date. Show debt payouts and a repayment plan that does not depend solely on an unapproved land-use change. This makes it possible to assess whether the proposed capital bridges a defined milestone or merely carries unresolved risk.

Appraisal, existing debt and a realistic exit
Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.
A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.
If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
Holland Landing land-financing questions
Does Holland Landing East mean the parcel can be developed now?
Not by itself. The 2026 Town announcement identifies Holland Landing East as a planning area, while also saying provincial review and approval of the adopted plan is a next step. Parcel-specific zoning, applications, servicing and conditions must be checked.
Can pre-consultation notes prove an approval?
No. East Gwillimbury describes pre-consultation as informal and intended to identify issues and documents. Provide formal decisions and written clearances for approval claims.
Which planning document should be in my lender package?
Include the current Official Plan and zoning extracts, plus a secondary plan or design guideline only if it applies to the parcel. Confirm the correct versions and boundaries with the Town.
