Land financing in Scarborough, Ontario.

Scarborough is part of the City of Toronto, but its planning story is not one uniform land-use rule. For financing, distinguish the broad community from a parcel inside a named secondary-plan area, such as Scarborough Centre, and confirm which current policies and conditions actually attach to the land.

Local planning context

Scarborough Centre is a defined plan area, not a citywide proxy

The City’s Scarborough Centre Secondary Plan describes a focused planning framework and organizes that area into districts including Civic, Commercial, McCowan, Brimley, East Highland Creek and North. It also addresses land use and economy, public realm, natural areas, the East Highland Creek flood plain area, parks, built form and infrastructure. Those subjects can be material to a development proposal, but the plan’s provisions should not be carried over to unrelated Scarborough parcels.

The City published a notice of passing for Official Plan Amendment 871 in 2026, stating the plan area is generally bounded by Highway 401 to the north and Ellesmere Road to the south, with a more irregular boundary. The notice and adopted text identify exclusions and a defined area. The lender file should use the current City plan and map for the subject parcel, not an informal description such as “near Scarborough Centre.”

Scarborough contains other planning areas and site histories. Use the City’s Official Plan secondary-plan map, zoning tools and Application Information Centre to identify the applicable framework and open files. Development potential, servicing, floodplain or natural-area considerations are parcel-specific. A plan’s broad growth direction is context for underwriting, not an individual approval, appraisal or promise of infrastructure delivery.

  • Confirm whether the legal parcel is inside Scarborough Centre or another mapped secondary-plan area.
  • Use current City mapping and plan text; reconcile any amended boundary, site-specific policy, appeal or exception.
  • Search the AIC for active applications and retain the decision, conditions and application milestone documents.

The applicable municipal authority for this location is City of Toronto. A community name or nearby approved development does not establish your parcel's planning status. Confirm the address and legal description against the applicable official records.

From planning facts to a lender file

Show the exact boundary, approval status and risk items

A lender-ready Scarborough package should include a survey or reference plan and a marked-up official plan map locating the property relative to the relevant secondary-plan boundary and district. Provide a concise explanation of the plan clauses that affect the proposal, current zoning, application status, decision and appeal status, and any open conditions. If infrastructure or environmental work is outstanding, identify the responsible party, studies, estimated costs and realistic timing.

Link the requested capital to documented needs such as a mortgage payout, taxes, professional fees or an agreed landowners-group payment. Attach the appraisal, title and debt schedule, cost-to-complete or carrying-cost budget, equity evidence and exit strategy. If a sale or refinance depends on a future approval or servicing milestone, disclose that dependency and include a delay scenario rather than presenting it as certain.

Appraisal, existing debt and a realistic exit

Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.

A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.

If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.

No. It is a defined Secondary Plan area. Confirm the subject parcel against the City’s current boundary map and plan text.

Does an area plan establish a specific property’s development value?

No. It is a planning framework. The parcel’s zoning, applications, conditions, title, servicing, environmental matters and appraisal still need individual review.
