Identify the applicable Innisfil planning route before budgeting

The Town calls its Official Plan Our Place and says it guides planning and zoning decisions. Innisfil also reports that it is updating the Official Plan to reflect current growth projections. For a landowner, the existence of an update does not by itself change a parcel’s current permissions. Check the in-effect plan, applicable amendments and current zoning, and clearly label any draft or proposed policy relied on in a business plan.

Innisfil states that Planning Act applications—including pre-consultation, Official Plan and zoning amendments, consents, minor variances, site plans, subdivisions, Part Lot Control and Community Planning Permit System permits—are accepted online through Cloudpermit. This range of application types shows why “planning approval” is too vague for a lender file. Name each actual application, decision authority, stage and remaining condition.

The Town says development projects commonly require approved site-plan control, while the applicable Site Plan By-law defines the control area and exceptions. The Town also identifies zoning and CPPS as planning frameworks. These are not universal conclusions for every land parcel: determine whether the parcel lies in a control area, which application route applies and whether other authorities must review it. Confirm water, wastewater, road and other service assumptions through site-specific records rather than proximity.

  • Use the legal parcel description to establish current Official Plan designation, zoning and whether a CPPS or site-plan framework applies.
  • Download the entire Cloudpermit file, pre-consultation directions, submitted reports, decisions, conditions and appeal information.
  • Ask Town engineering or the applicable utility for written service availability, capacity, connection terms and cost responsibility.
  • Identify the status of the Official Plan update and distinguish current approved policy from draft future policy.

From planning facts to a lender file

Budget the actual permit and servicing sequence

Innisfil files benefit from a clear sequence: planning route, studies and submissions, decision, technical approvals, agreements, infrastructure work and exit. Not every property requires every step. Have the planning consultant identify applicable steps in writing, then attach proposals, fee estimates and a schedule showing dependencies. Use separate columns for incurred, committed, estimated and unpriced costs.

Explain the capital request with a sources-and-uses schedule, current debt payout, ownership and security position, and a credible repayment strategy. For a group venture, attach signed agreements that specify contributions, payment triggers, default consequences and mortgage authority. If the proposed exit depends on future approvals, include a delay case and make the uncertainty explicit; financing remains subject to lender review.

Appraisal, existing debt and a realistic exit

Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.

A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.

If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
