BWG reports that its Official Plan was adopted by Council on March 2, 2021, approved by Simcoe County in March 2023 and is now in force. The Town also describes ongoing growth-management work looking toward 2051. A longer planning horizon is context for policy review, not a parcel entitlement or proof that an infrastructure project will proceed. For underwriting, retrieve the plan schedule and zoning information applying to the subject property and check for later amendments or site-specific records.

BWG requires pre-consultation before specified Official Plan amendment, zoning amendment, draft subdivision or condominium, and site-plan applications. The Town’s planning division and Development Engineering both review applications, with Engineering involved in implementation and construction. This means a proposal may involve policy review as well as technical design, costs and delivery obligations. Ask for the Town’s written checklist and status record rather than estimating the file’s stage from a consultant’s concept plan.

Bradford’s urban location does not make services or development rights uniform across the Town. Organize the file around what must happen before the intended exit. For each condition or technical comment, identify the responsible professional, expected deliverable, estimated cost, dependency and status. Provide a sources-and-uses table for application work, engineering, municipal charges, land carry and debt payout. Make clear whether any figure is quoted, estimated or still unknown.

Appraisal, existing debt and a realistic exit

Some land lenders may consider an amount around 50% of a current, lender-accepted appraisal as an initial planning illustration. It is not an entitlement to borrow. Existing charges, fees and other costs may reduce the net funds available, and a lender may decline the property or request.

A lender may require a recent appraisal addressed to it, written mortgage payout statements, corporate and net worth information, and a credible sale, joint-venture, construction-financing or refinance exit. A stale appraisal or proposed future value should not be presented as current lender-accepted value.

If a mortgage is in default or power of sale, obtain written legal deadlines and speak with an Ontario real estate lawyer promptly. No webpage, telephone call or proposed refinance stops an enforcement process.
